The report focuses on ensuring operational independence, improving welfare, and establishing structural accountability across Kenya’s security sector. The Report relates to the National Police Service (NPS), Kenya Prisons Service (KPS) and the National Youth Service (NYS). It was a product of extensive public participation across the country.
The report contains a total of 598 recommendations for all the three (3) Services as follows:-
- 271 for the National Police Service (NPS) [This includes the Kenya Police Service, the Administration Police Service, and the Directorate of Criminal Investigations (DCI)].
- 210 for the Kenya Prisons Service (KPS).
- 117 for the National Youth Service (NYS).
The seven (7) most consequential recommendations in the report in our view are as follows:-
- Restore competitive recruitment processes for top police appointments to prevent political interference.
- End misuse of public service laws to insulate promotions from favoritism.
- Reinforce operational independence to reduce police brutality and impunity, emphasizing human rights and de-escalation training.
- Implement reforms in remuneration, categorizing police, prisons, and youth service under core security, with phased salary increment favoring lower ranks. This would guarantee that basic pay, allowances, and medical covers match the unique hazards of their duties. This would be in a three-phased salary restructuring program, utilizing a progressive “decompression ratio” framework. The highest percentage increases would be awarded to the lowest-ranking cadres, with the percentage rate gradually tapering down for senior command officers.

- Establish clear career entry points and limit station tenures to combat corruption and encourage promotions based on multi-station service.
- Modernize welfare through psychosocial support, decent housing, and transparent procurement systems.
- Revert to old police uniforms temporarily, then develop new designs via a consultative process, including gender-specific uniforms.
